Police battling to locate accused Tugyung Yangfo

ITANAGAR, Oct 05: So far no takers have turned up to grab the bounty of Rs five lakhs announced by the state Police for providing vital information on whereabouts of Tugyung Yangfo after the bloody shootout which took place at Sangrungwa Camp under Chayang Tajo ADC headquarter in East Kameng leading to the death of DSP Bomto Kamdak and one Sai Bagang on August 13 this year.
Even though one and half month has passed after the incident, the police force deployed in the search operation is reportedly battling to get any lead on whereabouts of absconding accused. It is said that more than hundreds police personnel have been pressed in search operation; however it is yet to yield any result.
Deputy Inspector General of Police Taba Tusar who has been overseeing the ongoing search operation at Chayang Tajo informed this daily that people are reluctant to share vital intelligence details.
Sharing the police force's predicament in search operation, Taba said, "Despite hilly and treacherous terrains and dense forest, we are relentlessly trying to locate the whereabouts of absconding criminal. We are trying our best to gather information without causing any inconvenience to the public" he added.
Unconfirmed reports claimed that police force deployed in Chayang Tajo are allegedly harassing local people on pretext of gathering information on alleged accused Tugyung Yangfo. However, the local administration and DIGP have denied that report terming it as baseless and unfounded.
In a statement local administration stated, "The local administration is here to check abuse of police power. We have not received any complaints from the villagers about police harassment".
Bureaucratic hurdle to CAMPA

ITANAGAR, Oct 05: The bureaucratic hurdle is posing serious threat to Compensatory Afforestation Fund Management and Planning Authority (CAMPA) fund that state receives from the ministry of environment and forest, government of India. The steering committee meeting to finalize the proposals to be sent to ministry under CAMPA has not been held till date as Chief Secretary Shakuntala Gamlin has not been able to give time to officials of environment and forest.
"The executive meeting has already finalized everything and proposal has to be again passed by the steering committee to be chaired by the CS.
From 1st week of September onwards, we have been seeking her time but she has not been able to give time to us. After lot of difficulty meeting was fixed on Sept 28 but again she left for Delhi," said an official of environment and forest department. The official warned that delay may lead to rejection of proposals by the ministry as it happened last year.
"In 2015 our proposals were rejected by ministry because we sent it very late. It badly affected the state. We fear that same might be repeated this year too if the steering committee meeting is not held at the earliest. The project proposal under CAMPA is supposed to reach ministry by May itself.
We are already very late and now bureaucratic hurdle is creating further unwanted delay," the official added.
The fund starved state like Arunachal cannot afford to lose CAMPA fund every year. For now huge question mark hangs over the fate of CAMPA fund for year 2016-17 due to bureaucratic delay.
Centre to send team for operationalization of civil flights
NEW DELHI, Oct 05: Centre has assured Arunachal that a joint inspection of the ALGs by the DGCA, AAI, BCAS and Indian Air Force would be conducted in the last week of October for operationalization of civil flights. Union Minister for Civil Aviation Ashok Gajapathi Raju said the Tezu Airport will be operationalized by December and sought support from the state government to resolve all pending issues.
The Union Minister Raju gave this assurance to the Chief Minister Pema Khandu, who informed that the Ministry of Defence and IAF have no objection to dual use of the ALGs in Arunachal Pradesh. Therefore, he urged for a joint inspection of these ALGs by the DGCA, AAI, BCAS and Indian Air Force at the earliest.
Khandu also requested that civilian flight operations may be immediately started with the existing infrastructure with minimum facility upgradation wherever feasible, while the full-fledged civil terminal may take time. He appealed for immediate start of ATR aircraft flight service of Indian Airlines between Guwahati and Pasighat at least thrice a week.
The Union Minister further assured that a 5-member team from Ministry of Civil Aviation and AAI would visit Itanagar shortly to inspect the site for the proposed Green Field Airport.
Union Minister Raju appreciated the concerns raised by Khandu and called for a 'work together' approach between state and the center.
Meanwhile, Pema had a busy Wednesday calling on Union Minister for Urban Development Venkaiah Naidu and MoS (Independent) for Environment, Forest & Climate Change Anil Madhav Dave besides others.
Khandu sought support from Naidu for consideration of Pasighat and Itanagar under Smart City project of the ministry. He specifically vouched for Pasighat saying it now has a functional airport, rail connectivity nearby and the best road connectivity in the state with huge potential for becoming a modern city with robust infrastructure.
The Chief Minister also sought release of pending funds for projects undertaken earlier under JNNURM (UIG component), RAY, SBM, etc besides reviewing criteria fixed for construction of Individual Household Latrine (IHHL) and solid waste management.
Khandu informed Naidu that five Inter-State Bus Terminus have been proposed at Pasighat, Namsai, Roing, Tawang and Jairampur, which need to be considered on priority. He also submitted that Arunachal Pradesh is yet to have any project for liquid waste management including sewerage plant.
Naidu assured all out support and instructed the officers to immediately process for required assistance to be given to Arunachal on time bound manner.
Calling on the Environment, Forests & Climate Change MoS, Khandu proposed that with regard to the adhoc allocation under CAMPA for Arunachal Pradesh, instead of a 10 per cent annual allocation, a 25 percent allocation may be made so that the forest department can actively save the rich resource and also provide local employment.
Khandu called for review of an earlier decision and allow registration of tea garden by the Tea Board based on the LPC issued by the State Government without insisting on certificates from the Ministry of Environment, Forests & Climate Change. Citing that the state has a quality forest cover of 82% of the total area providing invaluable ecological services to the Nation and the World as carbon sink, he urged for forest protection force to keep this intact.
The Chief Minister also stressed that the process of evaluation of Basin Study reports and granting environmental clearance needs to strike a judicious balance between the need to preserve environment and catalysing development.
The Union Minister revealed that the Ministry is working out a plan to chalk out guidelines for allocation of CAMPA funds. He said the existing ten percent annual allocation has been fixed by the Supreme Court.
Lauding the suggestion for a forest protection force, Dave agreed to fund the state government to raise a dedicated forest protection force in the line of Tiger Protection Force. He suggested recruitment of ex-servicemen for the purpose.
The MoS assured Khandu that special attention would be accorded to Arunachal Pradesh while hinting that the state may get more funds for being one of the largest carbon sinks of the country. A mechanism is being drawn to award such states, he added.
Itanagar-B’dewa four-lane project cleared by ministry
NEW DELHI, Oct 05: The long overdue project of Four Laning of 31.5 Km Itanagar to Banderdewa (NH-415) has been cleared by Ministry of Road Transport and Highways on Wednesday when Chief Minister Pema Khandu called on Union Minister for Road, Transport and Highway (MoRTH) Nitin Gadkari and pitched for clearing the important project which had been lying pending for long.
In a release Chief Ministers Office claimed that Gadkari instantly cleared the project and strictly instructed the NHIDCL to immediately start the work on this prime project which happens to be the lifeline of the denizens of capital dwellers and visitors.
On the request of CM for maintenance of capital roads, Gadkari issued strict directives to the NHIDCL to repair the roads on timely manner and make it round the year motorable. The NHIDCL shall repair and maintain the capital roads till the much awaited Itanagar-Banderdewa four lane highway comes up which got cleared today.
With this development, the state capital will soon see the light of four lane highway which was under the PM's package but got delayed due to various reasons.
In another important development, the Ministry agreed for declaration of four roads as National Highways. The roads - Akajan-Likabali-Bame (106)Km in West Siang, Margherita-Changlang road- 37 Km in Changlang district, Daporijo to Dollungmukh via Dumporijo along the left bank of Subansiri River -125 Km and Tezu to Chapakhowa via Sunpura shall now have National Highway status and will be looked after by the MoRTH.
During an hour long discussion, Khandu suggested the Ministry to try out use of geo-textile technology to tackle landslides issues of hilly roads. The union minister appreciated the suggestion and assured that such technology would be planned for projects in Arunachal Pradesh on experimental basis. Gadkari further revealed that the Ministry is doing away with bitumen roads which are now being replaced with concrete ones. He informed that the ministry is trying out every possibilities of using advanced technologies to make roads more durable. CM was accompanied by Deputy CM, Chief Secretary, Principal Secretary, Finance Commissioner, Chief Engineers of PWD and other state government officers during the meeting.
CoSAAP suspends agitation
ITANAGAR, Oct 05: The Chief Secretary in charge Hage Khoda on Wednesday held discussion with executive members of CoSAAP to discuss the demands placed by them following which they have suspended first phase of pens & tools down agitation. The CoSAAP had threatened to start pen and tool down strike from 7th of this month onwards seeking early redressal of the demands placed by them.
In a release CoSSAP claimed that their 9 point demands are being considered by state government and Chief Secretary in a note faxed from Delhi where she is currently camping has conveyed that all demands including enhancement of superannuation age to 60 years are being considered.
"After patiently hearing our each point of grievances, the i/c CS appealed us to defer the first phase of agitation since Chief Minister and Chief Secretary has been apprised of the demands.
Since CS has conveyed positive feedback of state govt to redress the employee's grievances, the CoSAAP leaders have reciprocated the positive gesture and decided to defer the proposed first phase of pens & tools down agitation," the CoSAAP stated. The meeting was attended by Commissioner (DA/GA) i/c Hage Kojeen, OSD to Chief Secretary Ravi Dhawan. The 20-member CoSAAP delegation was headed by its President Pate Marik and Secretary General Gonya Riba.
Forest dept, scholars reach out families of forest guard
Ecotourism workshop at Pakke Tiger Reserve
ITANAGAR, Oct 05: Forest Department received a donation of 1.5 lakhs from a donor in Pune to educate the son of late forest guard Karo Tayem who was killed by a wild-elephant in 2014.
"Karo Tayem's sacrifice did not go in vain and I want to support his son to become a world-class graduate", wrote the donor from Pune.
The ADC, Seijosa handed over the cheque to Tileswari Tayem, the wife of the late forest guard.
There was unique crowd funding campaign that was started for late forest guard Karo Tayem by the forest department and researchers working in the area, informed Range Forest Officer of Tippi Wildlife Range Kime Rambia.
The families of Karo Tayem and P.D. Majhi who were both killed on duty then received support from the Thin Green Line Foundation and the International Rangers Federation.
Pakke Tiger Reserve started off world wildlife week celebrations with a three day training workshop at Seijosa from Sept 28-30. The residential workshop was on the basics of “ecotourism” and was attended by more than twenty-five people that included forest staff and members of the local community from Seijosa and Tippi.
"This workshop focused on making the participants aware of what ecotourism means," said lead trainer Sanjay Sondhi from Titli Trust who was supported by WWF-India (North-bank landscape) and wildlife biologist Nandini Velho and Pratibha Riswadkar.
The workshop gave participants an insight into the terrific biodiversity of Pakke Tiger Reserve which is part of the Eastern Himalaya Global Biodiversity hotspot and the need to preserve this tiger reserve for future generations. The participants were given brief insights about more than 300 bird species, 350 butterfly species, 31 frog species and 43 species of snakes and lizards that have been recorded at Pakke. After each field trip participants also prepared check-lists of the species they saw.
During the workshop, Sondhi explained how during his research in Pakke many exciting species were found. For instance, a butterfly, the Dark Freak was re-discovered at Pakke Kesang in May 2015, after more than hundred years. Sondhi sighted two individuals of Doherty's Oak blue at Bhalukpong Ghat inPakke in April 2014, representing only the second record from India and extending its range eastwards. W H Evans reported the Doherty's Oak blue butterfly way back in 1957 from Manipur.
In addition to learning about exciting species participants were given a nature-training manual on guiding ethics and Do's & don'ts of tourism in Pakke.
"It will be useful to have such training every six months as my staff learnt a lot and we enjoyed it very much", said Kime Rambia.
At the closing ceremony, the ADC Seijosa distributed certificates to the participants, in the presence of DFO Pakke Tiger Reserve Tana Tapi.
"It is necessary to understand how nature-based tourism can help conservation by benefitting local communities with minimal impact on the ecosystem", concluded Tana Tapi. He hoped that the workshop would lead to more community involvement in conservation and that his forest staff would be better prepared to deal with tourists after the training.
Any conflict can be resolved through discussion: Ering
ITANAGAR, Oct 05: Member of Parliament Ninong Ering opined that any conflict or differences can be resolved through respectful discussion and negotiation among the stakeholders.
Speaking at the inaugural function of the International Association of Parliamentarians in Sri Lanka, Ering representing India said that many conflicts were resolved over a cup of coffee in the past and can still be, if stakeholders are ready to talk and discuss.
In India, there are hundreds of religions, castes, sub-castes; but despite religious diversity the people are united and have been living in peace and perfect harmony, Ering said.
"There are differences and arguments but through discussions and debates, consensus is reached making it the largest democracy in the world and a very vibrant one," the MP said.
He further said that the world must remember Mahatma Gandhi and cherish his ideals.
Stressing upon regional peace and stability, he also advocated for peace in the region of South Asia.
Other MP from India, who attended meet, was Rajya Sabha Member Narendra Badaniya from Rajasthan.
Besides 60 MPs from the host country Sri Lanka, law makers (MPs) from Malaysia, Nepal, Thailand, Japan and Korea attended the meet which was presided over by the Speaker of Sri Lanka.
This coveted group of MPs also called on the President of Sri Lanka and pleaded for attaining peace in the region.
State Govt. to revamp JNC infrastructure
PASIGHAT, Oct 05: With the State Government is taking a policy decision to revamp and create a new infrastructure facilities in the oldest college of the state, JNC, Pasighat, Parliamentary Secretary Education, Bamang Felix has visited the college to get first hand information of the infrastructure requirements and other facilities on Wednesday.
While visiting the boys hostels in Lower campus, most part of which are in dilapidated condition, Felix asked the executing agency to prepare DPR for construction of multistoried RCC G+ building with 8 blocks in place of old SPT hostel blocks.
Earlier, the Parliamentary Secretary education also visited Sarojini girls' hostel and the Indira and New Girls' Hostel I & II and asked concerned executing departments to address the issue of water seepage and other issues faced by the boarders. At the Upper campus, which houses the academic blocks and laboratories etc, he was also apprised for providing and upgrading the water supply, for which he also asked for preparation of DPR.
Felix was Accompanied by the Pasighat MLA, Kaling Moyong and team of senior officers from the State Education department.
Later Felix held an interactive session with the faculty members and students at JNC Auditorium in the evening.
While responding to a memorandum submitted by Principal Dr. T. Talom and GS, Issac Ezing Felix disclosed that DPRs which have been submitted by the respective executing agencies were approved in principle. It was disclosed that Rs. 6 crore DPR has been prepared by PWD for construction of multistoried boys hostel to be constructed in phase-wise. Rs.50 lacs DPR was also submitted for Girls and Boys Toilets in Upper Campus, while Rs. 2.50 Crore DPR survey has been projected by PHED for providing water supply in Upper Campus.
DPR proposal for two transformers for Upper and Lower campus amounting to Rs.1 crore has been also submitted.
Felix said under the leadership of the Education Minister, Honchun Ngandam, policy decision has been taken to check any deterioration in the education scenario and take strong measures to promote quality education. The non-functioning schools in elementary level will be declared as defunct schools.
Terming JNC as the "epicenter of modern Arunachal" he said "we will build new infrastructure in the campus." The Parliamentary Secretary further informed that State Govt. has also decided to enhance the Stipend for students from Rs 680 and 780 to Rs.1400 per month while the existing book grant of Rs. 600 has been raised to Rs.1500 from this academic session. The State govt. is also set to introduce PG courses in DNGC soon, he said.
On the occasion, he also underlined the vital role of the faculty members and teachers in general, adding "we should develop human resource" and an enlightened society. He also asked the Principal Tayek Talom to keep him updated on the various issues and challenges faced by the College. He also called upon the students to be disciplined and hardworking for their better future.
Earlier, the parliamentary secretary visited the Govt. Polytechnic and interacted with the students. He informed Principal, C.Gogoi that steps taken for creation of more posts for faculty members.

Students run for Red Panda conservation
ITANAGAR, Oct 05: Around 200 students from 10 schools of Tawang have come together and ran for Red Panda conservation in Tawang Wednesday.
Tawang Deputy Commissioner Sang Phuntsok flagged off "run for the Red Panda" marathon race organized as part of wildlife week celebration aimed at generating public awareness on Red Panda conservation.
The programme was jointly organized by World Wide Fund (WWF) for Nature (WWF-India) and Environmental Protection Society of Tawang in collaboration with the district administration of Tawang.
High latitude temperate forests of Arunachal Pradesh harbour some of the charismatic animals including the fire-cats, ‘the Red Panda’. It is estimated that area of around 23,000 sq km of temperate forests of the state are known to be potential Red Panda habitat. But, the current status of Red Panda population and the habitats are yet to be assessed systematically. Ironically, in many instances, it shows, however. a declining population trend, WWF-India stated in a release.
There are also loss of Red Panda habitats in Arunachal Pradesh due to rapid unplanned infrastructure growth and rapid deforestation. This threat is expected to even accelerate with future developments and linear projects, said Western Arunachal Landscape Conservation Programme, WWF-India's Landscape Coordinator Kamal Medhi.
Therefore, there is a need to discuss conservation issues with various stakeholders to find a solution.
The programme mainly aims to create a platform to educate young minds of the district on the need for conservation and their roles, he said. "The Forest Department is always committed to take action for biodiversity conservation of the region and young people like you could function as 'eyes and ears' for the department" the DFO Tawang added.
More than half of the district is covered with pristine forest and high latitude lakes which are crucial ecosystem and catchment of two major rivers-- the Tawang chu and the Kameng river, are lifeline for the people of Tawang and downstream. Conservation of forest and other forms of ecosystems in this region will maintain ecological balance and support livelihood for the people of the region.
"Every ecosystem and species has a role to play in the nature," said DC Tawang.
He also talked about how forest plays a vital role on carbon sink and air purification.
Arunachal Pradesh, also known as "lungs of the country" has more than 81% of forests cover.
More than half of the forest belongs to the local community in the state and hence, the community's participation in conservation is very crucial.
WWF-India has been promoting community-conserved areas in West Kameng and Tawang districts to secure some of the rich biodiversity in the districts and address local livelihood needs through participatory dialogues and consensus.
The community conservation model in Tawang district has secured more than 25,000 ha forests among which most of them are crucial Red Panda habitat. This effort is however tip of the iceberg. It needs conscious effort of government of Arunachal Pradesh to bring community friendly conservation policy and ensure people's participation to secure natural resources in the state.
State signs MoU for skill development
NEW DELHI, Oct 05: The Government of Arunachal Pradesh has entered into an Memorandum of Understanding at New Delhi with the National Institute of Electronics and Information Technology (NIELIT), an autonomous body under the Ministry of Communication & Information Technology (MeitY) for Skill Development in Electronics System Design and Manufacturing (ESDM) Sector.
The MoU was signed at Arunachal Bhawan in presence of Chief Minister, Pema Khandu, Secretary (IT), Special Secretary(IT). The MoU was signed by the Director cum Member Secretary of State Council for IT and e-Governance, Department of IT, government of Arunachal Pradesh and the Director General of NIELIT.
Under the aegis of Digital India Programme, Ministry of Communication & Information Technology (MeitY), Govt. of India has approved a Scheme for "Skill Development in Electronics System Design and Manufacturing (ESDM) Sector" to cover all states and Union Territories of the country in order to facilitate creation of an eco-system for development of ESDM sector in the entire country for facilitating skill development for 3,28,000 persons in ESDM sector at an out lay of Rs.411 crore(approx.) in a period of 4 years.
According to the MoU, 1,600 persons of Arunachal Pradesh would be skilled in the first year. It shall enhance the skilling capacity in ESDM sector through public and private sectors for students/unemployed youth. The existing human resource that are undergoing studies in schools (IX standards onwards)/ITIs/Polytechnics/ UG Colleges (non-engineering) and the school drop outs/unemployed youth by providing them with additional skills that are recognized by industry for employment in ESDM sector will be utilised.
Apart from encouraging new investments in training in ESDM sector by Industry, the scheme shall facilitate evolving of process/norms for (i) certification of various courses; (ii) Providing opportunities for moving up the value chain; and (iii) Recognition of institutions for conducting such courses, as per requirement of industry in the ESDM Sector.
With the signing of the MoU, it is expected that the skill to be imparted through various training partners shall generate a good number of employability skilled manpower in ESDM sector in the state.
DC stresses on concrete AADHAR card action plan
AALO, Oct 05: West Siang DC, Gamli Padu has stressed the need for an elaborate action plan to ensure cent percent coverage of Aadhar Card in the district during a meeting held with administrative officers and enrollment agencies at the DC's Conference Hall here on Wednesday.
Stating that the district is lagging behind other districts with only 53% coverage so far, the DC sought cooperation from all to complete the process by the end of December as per the deadline set by the government. 'Though no concrete guidelines and budgetary provision has been given by the government to implement it within a short time, it is important for us to start the preliminary exercises from our end pulling available resources as it is an important document for the interest of our own people. A clear-cut target and timeline has to be fixed by the respective administrative officers and enrollment agencies', he added.
The Circle Officer-cum-Nodal Officer NPR, Oni Padun further disclosed that the training of all operators entrusted for the duty will begin from Oct 19 next and urged all to attend it.
Administrative officers, enrollment agencies and officers from statistic department also spelt out problems like uninterrupted power supply and shortage of manpower etc. (DIPRO)
'Hand over CSS of school and colleges to work departments'
ITANAGAR, Oct 05: All Arunachal Contractors' Welfare Association (AACWA) has demanded for handing over all civil works/infrastructure development projects of schools and colleges under various centrally sponsored schemes like, SSA, RMSA and RUSA immediately to works departments, like PWD, RWD and Engineering Wing of Education Department etc.
In a representation to education minister, AACWA stated that although the Govt. of India has been insisting on implementation of all such works through tender system for transparency, accountability and timely completion, some non-technical officers, college principal and Deputy Directors of School Education have been found involved in awarding works through works order which is completely violation of norms laid by CPWD, GFR and CVC.
Alleging that works are being distributed and carried out by few officers in the name of School Management Committee (SMC) for personal gain, AACWA strongly urged the minister to stop implementation or execution of all such civil works by school/college management committee, DDSEs. DPC (SSA), BRCs and CRCs.
It demanded immediate implementation of Govt. order No. ED/EW-01/2014-15.Dated 13th February 2015 for implementation of Civil works under Engineering Wing, Department of Education as executing agency.
GHSS Doimukh celebrates after winning best school award
ITANAGAR, Oct 05: The students, teachers and other staff of Govt. Hr. Sec. School, Doimukh celebrated after winning the 'best school' award for Papum Pare district for the session 2015-16.
The celebration doubled as the Principal of the school Nyagi Riba was awarded best Principal for the session 2015-16 by the state government.
"It is momentous occasion for all of us," said principal Nyagi while addressing the pupils, teachers and other staff of the school in a function on Wednesday.
Highlighting some brilliant performance by few students of the school, Nyagi informed that one student of the school, namely Maga Doni was selected for IIT, Kharagpur, who did not take any extra coaching or tuition.
The principal submitted a memorandum to Joint Director of School Education M. Nyori urging fulfillment of few needs of the school.
JDSE Moti Nyori also addressed the gathering and promised to fulfill the demand for double PGT in each subject.
Doimukh SDO E. Tao, chairman of SMDC Tana Rekhi Tara, principal of the Navodaya Vidyalaya, among others, were present on the occasion.

ITANAGAR, Oct 05: Kel Panyor Academy will meet Riika Rebia Youth Club in the final of the 20th Bengia Takam Memorial T20 Tournament, 2016 at Yazali on Thursday.
Kel Panyor Academy entered into the final defeating Market Royal Fighter by one run in the first semifinal while Riika Rebia Youth Club beat Pistana Cricket Club by 16.
Kel Panyor Academy, which opted to bat first after won the toss, was bowled out for paltry 78 runs in 18 over with Rahul Borah top scoring with 34 runs.
Chasing the modest target, Market Royal Fighter failed to capitalize on their bowlers' fine performance and lost the match by just 1 runs in the final over.
Sarfaraz Ahmed`s 'Man of The Match' performance went in vain as he received little support from his team-mates.
In the second semifinal, RRYC were restricted to just 93 runs in 20 over thanks to some fearsome spell by D. Dolley, who claimed 4 wickets.
Shiva Lama top scored with 23 runs.
However, Pistana Cricket Club made a mess of its run chase and were bowled out for 77 runs. J. Dolley made 22 runs.
Mangal Prasad of RYYYC was adjudged the Man of the Match for his fine bowling performance.

ITANAGAR, Oct 05: The 58th Spring Fest-- the annual social and cultural festival of IIT Kharagpur--is being held from January 20 to 22, 2017.
This year, Spring Fest is conducting Hitch Hike, the nationwide prelims for four of its flagship events--Nukkad, SF Idol, Shake a Leg and Shuffle, on October in 7 major cities of the country.
Spring Fest conducts a multitude of events encompassing 9 genres and more than 90 events, which are contested among the best in India.
These events aim to provide a battlefield for the best of the best and also to have the participants experience the time of their lives. Its social event "Masoomiyat" aims to motivate people all over the country to pledge for child welfare.
Star-nights are the main attraction of Spring Fest, where many renowned and popular artistes have performed in the past years.
With a footfall of more than 25000, Spring Fest is one of the largest of its kind in Asia to be organized entirely by students.
Enthusiastic participants from all the major colleges of India throng to Kharagpur to this 3-day celebration.
RGU results out
ITANAGAR, Oct 05: Rajiv Gandhi University (RGU) has declared the supplementary examination results of B.Sc and B.Com I,II, V &VI semester of all colleges. The results can also be seen at university website www.rgu.ac.in, according to a university notification.
IGNOU announces new initiatives
ITANAGAR, Oct 05: The Indira Gandhi National Open University on Wednesday announced new initiatives for the development of education and other welfare activities in the state.
Under the Unnat Bharat Abhiyan scheme announced by the Prime Minister, Narendra Modi, IGNOU will be adopting Ziro, Pasighat, Dirang and Pongchau Circle for development of the weaver community including other skills indigenous to the area; primary health care and hygiene; mother and child care and literacy programmes.
Further, as a pilot project for all SC/ST students for the admission session 2016-17, students seeking admission to the courses BA, B.Sc., B.Com, BTS, BSW and BCA can opt for exemption of fee by filling up the form meant for the same in the prospectus, informed Regional Director IGNOU, Naharlagun in a release.
CMEO serves notice
ITANAGAR, Oct 05: Chief Municipal Executive Officer, IMC Habung Lampung has on Wednesday served notice to all the big commercial and medical establishments and educational institutions regarding their system of garbage management, in a bid to improvise Solid Waste Management.
He further stressed that their system of garbage management should synchronize with the present system of door to door collection of IMC for proper disposal of garbage.
'Despite best efforts of Municipality, total success is difficult to achieve unless every citizen, business and commercial establishment, educational institutions where bulk of daily wastes are generated supports the endeavor,' Lampung said. (DIPRO)
‘Cancel tender notice’
ITANAGAR, Oct 05: In a representation to the Executive Engineer Water Resources Division, Pasighat on Sunday last, the Industrial Growth Center Complex Youth Association (IGCCYA) has appealed to him to cancel the recent tender notice published in some local dailies regarding renovation/upgradation of Industrial Growth Center, Niglok-Ngorlung, claiming it as a violation of the provisions of the MoA signed between the land owners and department of industry.
'According to the MoA signed on Nov 12, 1997, between the land owners and department of industry it was agreed that contract and supply work, employment, trading license and allotment of plot will be provided to the locals whereas, a number of works have been given to outsiders,' the association claimed and further urged the authorities to award tenders to the local contractors only.
Hundreds benefit from health camp
ITANAGAR, Oct 05: About 200 patients benefitted from a day-long health camp organized jointly by 841 AMIR/116 RCC/48 BRTF/Project Udayak of Border Roads Organization and staff of PHC Metengliang at Metengliang Dett of 116 RCC, located near Indo-China border in Anjaw district on the occasion of Gandhi Jayanti.
During the camp, a team of doctors of BRO led by Senior Medical Officer, Dr. Jayanta Chakrabarti attended to patients suffering from common ailments like, fever, diarrhea, toothache, gastritis and other common vector-borne and water-borne diseases.
The medical staff also apprised the villagers about issues like personnel health and hygiene, basic first aid and water-borne diseases. Medicines were also distributed free of cost to the villagers.
Apart from Anjaw DC, Mamta Riba and OC 116 RCC, Major Kunal Dagat, the camp was attended by Changlahagom Circle Officer, Aniyang Ratan and DMO, Dr. K Perme.
JWCTUAP backs CoSAAP
ITANAGAR, Oct 05: While extending support to CoSAAP's proposed pen/tools down agitation, the Joint Working Committee of Registered Trade Unions of Arunachal Pradesh (JWCTUAP) urged the State Government to immediately fulfill the genuine demands of CoSAAP, including implementation of 7th Central Pay Commission in the state.
They also demanded enhancement of wages of workers to a minimum Rs.18,000 per month for contingency and casual employees of the state including that of unorganized sector.
The JWCTUAP is a conglomeration of unions of All Arunachal Pradesh Mazdoor Union, All Arunachal Pradesh Motor Transport Workers Union, All Arunachal Pradesh Forest Workers Union, All Arunachal Pradesh Petroleum Workers Union, All Arunachal Pradesh Electrical Workers Union, All Arunachal Pradesh Government Departmental Labour Union, Arunachal Pradesh Democracy & Anti Corruption Peoples' Forum.
RCCN felicitates meritorious student of Monigong
AALO, Oct 05: The RCCN award for meritorious students of interior Monigong circle of West Siang district for this year was given to Master Boya Hemi of Secondary School Monigong.
The award was presented to the student by West Siang Deputy Commissioner Gamli Padu in a function here on Wednesday.
Master Boya was chosen for the award, which carries Rs.10,000, for securing first division in class X examination.
Presenting the award, the DC said that education should always be a priority area and programmes, like "Chale Gaon Ki Aur", cleanliness award for sectors/colonies and meritorious award to students initiated by the RCCN is a noble endeavour and well conceived idea which will go a long way in improving educational scenario and living condition of the people.
Responding to shortage of subject teachers, the DC said that education department is being instructed to streamline the transfer and posting of teachers.
A meeting with all Principals and Headmasters of all govt. and private schools are being contemplated soon to know the proper functioning of schools in the district, he said.
EAC Gamtum Padu briefed the DC about schools of Monigong.
Director RCCN Liduk Ete said that the award was conceived for the students of Monigong after he came to know that no student from the school have ever secured first division in class X examination.
The yearly award for coming first, second and third division is instituted just to encourage the students.
The Headmaster of the School and Anchal Chairperson Yadom Tapoh hailed RCCN for their concern for the poor students of Monigong circle and appealed to the DC to look into the problem of schools in that circle. DIPRO

KVK training for farmers
ITANAGAR, Oct 05: The Krishi Vigyan Kendra (KVK), Basar, West Siang conducted a day-long training for the farmers at NICRA-TDC Village Regi, Pagi and Disi, wherein the subject matter specialists/scientists of the KVK trained the farmers on scientific cultivation of rabi crops, vegetables, nursery raising, various measures to protect plants from various diseases and insect pest management etc. through demonstrations.
Rabi (winter) vegetables seeds were distributed to all the participating farmers after the session.
83 participants, including village level climate Risk Management Committee Members, attended the training.
Students attend personality development camp
ROING, Oct 05: Students from five government schools of Roing attended a three-day long 'Sadgamaya Shibir', a residential personality development camp at VKV, Roing which concluded here on Wednesday.
The students were taught simple experiments, besides, yoga, songs, prayers, and life skill education etc.
During the camp's valedictory function, Bolung, GHSS teacher, BR Das advised the students to maintain a good personality to achieve success in life and become responsible citizens.
Workshop on AADHAR enrolment
BOMDILA, Oct 05: A total of 69 operators and supervisors from the three districts of East Kameng, West Kameng and Tawang attended a day-long training-cum-workshop on Aadhar enrolment and operator on-boarding process held at the DC's conference hall, here on Wednesday.
EAC-cum- incharge DSO (Stat.) Bomdila, S Khandu urged the trainees to make sincere efforts to get acquainted with the process as certain modalities have been newly incorporated.
Resource persons SO, Rashmi Rekha Majumdar, IEC Manager, Mithun Chakravarty and System Analyst from Guwahati, Jeherul Islam imparted the training.
West Kameng DC, Sonal Swaroop in her address, asked the operators and the supervisors to discharge their duties with sincerity as lots of complaints have been received from the Aadhar card holders arising out of the negligence on the part of the operators. Keep political differences aside
Ever since Indian army claimed that it had carried out surgical strike in Pakistan occupied Kashmir dismantling terror launch pad a massive political row has broken out. What should have been successful military operation are being highly politicized by the politicians. After Uri attack which led to death of 19 soldiers, massive anger has been brewing against Pakistan. Immense pressure has been growing on army and government to take action against Pakistan.
However, just when army carried out a successful surgical strike inside PoK against terrorist, the politicians are making mess out of it. Instead of staying united at this juncture when country is going through a difficult period, the politicians are divided and are playing politics over it. Delhi Chief Minister Arvind Kejriwal and Congress leader Sanjay Nirupam has caused stir by demanding proof of the strike. This could have been easily avoided because releasing of evidence might compromise the national security. While Indian army has made it clear that it has no objection to releasing of evidence and has left it to government to take a call in this regard. But majority of military veterans have opposed such move and government may have to listen to their advice. It is also wrong on the part of BJP to use surgical strike for political mileage. The BJP leaders especially the ministers should maintain restrain and avoid jingoism at this hour. Prime Minister Narendra Modi himself is believed to have cautioned his cabinet colleagues to keep restrain and allow designated people to speak about the surgical strike. This is a good move. It is time whole nation speak in one volume and unitedly stand up against Pakistan’s nefarious design. Let political differences be kept aside for now.

Dear Editor,
Some people try to refute the argument that liquor is the source of many social evils by blaming the individual rather than the commodity. However, such counter argument does not hold water. A drug mafia can also get away with the same logic. It can even stop a government from restricting the sale of acid thus giving acid attackers the opportunity to have a field day. Given alcohol and drugs catapult crime and accident rates, Bihar government should be lauded for their efforts to make Bihar dry which will go a long way to cut the fuel route of criminal activities.

Recognize IGNOU degrees

This is in response to letter to readers’ forum under the title of “give us Chance” regarding application for the post of Tourist Information Officer (TIO) that was published in Arunahcal Times on 15th Sept. 2016
These days people do not pursue education merely for knowledge. Today people study and try to get various Degree and Diploma mainly for getting Good Job.
And in today’s various job notification both govt. and private, employer seek some other qualification also besides graduation.
Hence poor student like us who cannot afford to go to regular college or institute
somehow are studying in IGNOU. But because of non-
Hundreds of students are pursuing various courses in IGNOU. Now we the students of IGNOU are feeling like that our future is not secure as our degree and Diploma from IGNOU are not being recognized by the Govt. of Arunahcal Pradesh. We are feeling like that our money, time and labour are going to be wasted.
It is serious matter that state Govt is not recognizing degree and diploma of Education institution of Central govt. which was established by Indira Gandhi National Open university act. 1985 passed by the Indian parliament. If the State Govt. really do not recognize the IGNOU, it should officially notify so the poor students will not waste their time and money in pursuing education in IGNOU
Therefore we appeal to Arunachal Govt. headed by chief minister Pema Kandu who is also a youth leader to intervene in the matter so that unemployed youth may not suffer.
